The Best BSS must be configured first in order to run. Run SETUP.BAS, then you can run BOOT.BAS.

There is also an interesting retro instructional included that describes running setup and the demo:
RUN "USER"

The demo add is "BBS AD.BAS" and only runs on a CoCo 3 (the BBS program is compatible with any CoCo with 32K):
RUN "BBS AD"
